Planning department reports permit-extension request for St. Mary's assisted living and concept review for Leonardtown condominiums

The Planning Department updated the council on two upcoming planning items: a permit-time extension request for the St. Mary's assisted-living facility and concept review for the Leonardtown condominiums project.
Planning Department staff member Mike Bailey told the council that St. Mary's assisted living has completed required on-site remediation, including demolition of dilapidated buildings and asbestos inspection, and will return to request a permanent extension of its permit time. Bailey said the site has "silk beds remaining" (site stabilization measures) but that the project has completed required cleanup work.
Bailey also described the Leonardtown condominiums concept application for two vacant lots at the end of Courthouse Drive near Fenwick and Courthouse Drive. He said the applicant labeled the project "condominiums" but that the buildings are essentially apartments: three stories with the first floor as underground parking, and roughly 20 to 22 units per building. Bailey said the applicant has satisfied parking requirements on the concept site plan but noted outstanding issues the developer must address, including changes to manage stormwater so runoff does not increase load on the town's wastewater treatment plant. The planning presenter said the applicant had proposed using some town property for stormwater management and instructed them to revise plans to discharge parallel to existing flows rather than adding to the town's wastewater treatment burden.
Council members asked clarifying questions about whether the units would be condos or apartments; Bailey reiterated that paperwork labels them as condominiums but that the product is functionally apartment-style units. The council did not take action; staff said both items will appear on an upcoming planning commission agenda.
