Resident urges lower speed limit, better marking at Maple Avenue crosswalk after near‑miss involving child

Melissa Katie of 1001 River Reserve Drive told the Village of Hartland board during public comment that a child from her subdivision was nearly hit while crossing Maple Avenue where the posted speed limit steps from 35 mph to 45 mph and only one crosswalk provides pedestrian access from River Reserve.
Katie said a motorist stopped and waved the child to cross but another driver passed around the stopped vehicle and nearly struck the child. “She’s little, so they can’t see her,” Katie said, describing why a more visible crossing or a lower posted speed would help.
Village staff and trustees told Katie that the stretch in question is a county road and that the county controls speed limits. President Fanner said she would put the resident in contact with the county supervisor who covers the area, JD Leisman, and asked village staff to notify the police chief so officers can patrol the location. A staff member said the village had previously worked with the county on crosswalk locations and that the village could contribute funds for improvements but that county approval is required for changes to county roads.
Staff also encouraged the resident to report any similar incidents to police so officers have more information about the driver(s) involved. Trustees asked staff to follow up with the resident and provide county contact information so she could raise the issue at the county level as well.
No formal action was taken by the board at this meeting; staff noted they would inform the police department and provide the resident with county contact details.
