State representative briefs trustees on House Bill 316 and ECA funding increases for 2025–26

Lean asked trustees to follow the legislative directive in House Bill 316 (cited in the meeting as House Enrolled Act 68) regarding the external cost adjustment (ECA) for the 2025–26 school year.
Lean summarized the ECA highlights cited in the enacted bill: a 6.78% increase for teachers (including core and specialist teachers, instructional facilitators, tutors, extended-day and summer-school teachers, pupil support staff, secondary school guidance counselors and librarians); a 5.41% increase for nonprofessional labor (aids, central office and school secretaries, maintenance workers, groundskeepers and custodians); and a 4.761% increase for professional labor other than teachers (including principals and district administrators). Lean said the increases begin July 1, 2025, and will be accounted for in the biennium budget.
Lean invited trustees and district staff to follow up with him on legislative questions and provided a phone number for contact. He thanked district employees and acknowledged the governor’s signature on the recalibration bill.
