Committee seeks ordinance to ban compression-release ‘Jake’ brakes within city limits

The Public Welfare and Safety Committee discussed on April 14 a request from Councilor Emily Beck for legislation to ban compression-release engine brakes — commonly called "Jake brakes" — within Barberton city limits and to establish penalties.
Committee Chair Mister Harris introduced the item as a letter from Councilor Beck requesting emergency wording. Members said the complaint originated from residents reporting loud engine braking in residential areas, including near Eastern Road and Winster Road. Committee members said the police department and staff researched the issue and that the chief advised there was no existing city ordinance addressing compression-release engine brakes.
Councilor Beck and others described complaints of trucks using engine brakes late at night and near school zones, raising possible safety and nuisance concerns. Committee members discussed enforcement options; Councilor Gerhardt asked whether officers could stop and cite trucks if they hear engine braking and Chief Morber (as referenced) had said citations could be written under a city ordinance section in the 600s. Members suggested signage on city entry points as a warning to drivers.
The committee voted to call for the legislation; members favored a citywide ban with a ticketable offense and emergency wording. Committee discussion did not produce ordinance text; staff was asked to draft language for committee review.
