Several board members and staff said the district has already admitted more exchange students in recent years — administrators reported four current requests and five approved for the coming year — and that the cap has not posed practical problems for class scheduling in recent cycles.
Board members discussed the legal obligation to educate students who reside in the district and suggested moving admission discretion to building administration and counselors rather than directing the superintendent to make the decision. Legal and administrative staff noted that accredited exchange programs must meet recognized standards (the procedure references the Council on Standards for International Educational Travel) and that accreditation remains a threshold for acceptance.
The board did not adopt a formal policy change at the April 14 meeting but asked that the district include the item in its policy-review process and recommended that building administrators be given discretion to assess capacity and curriculum impacts when deciding whether to admit exchange students.
