Staff summarized the agreement: phase 1 will include roughly 20 acres for an approximately 40,000‑square‑foot medical clinic; land will be dedicated to allow a potential trail connection to adjacent DNR land and a potential roadway/bridge and multi‑use path across US Highway 18/151 to connect to city land. Intersection improvements at State Highway 69 and Valley Road will be constructed per WisDOT and city plans, including a northbound left‑turn lane extension, a 5‑foot bike lane, and grading for a future sidewalk. The developer will extend a 16‑inch transmission water line in phase 1 and loop a 12‑inch transmission line in phase 2; two municipal water connection points and two acres for utility infrastructure (water tower/well) are included.
Sanitary sewer work will include a publicly owned sewer extension, a private lift station sized for SSM's needs and a public force main to be constructed for full buildout; the private system will be abandoned once the public system is operational. Easements and dedications described in the agreement are to be provided at no cost to the city, and if future development conflicts with easement locations the city and developer will work in good faith to relocate them with the developer bearing related costs.
City staff recommended approval; Alder Posey moved and the council approved the annexation agreement and deed restriction.
