The Lowndes County Commission voted unanimously Wednesday to approve three separate rezoning applications for properties in the county: the Creasy property (REZ 20 20 5-5), the Bailey property (REZ 20 20 5-6) and the JHR & LL LLC property (REZ 20 20 5-7).
Planning staff presented each request and told commissioners that the Technical Review Committee and the Greater Lowndes Planning Commission recommended approval in each case. The public hearing portions for all three items drew no speakers in favor or opposition.
The Creasy property involves about 19.8 acres at Cindy Street Extension and Creasy Drive. Staff said utilities have been extended up Beamish Road and will require a bore under the railroad to serve the site. The presentation noted the parcel sits inside the urban activity center and urban service area and that a conceptual layout provided by the applicant shows R-10 lotting could fit; the recommended zoning was R-10 with MAZ 3 standards for parts abutting the MAZ area. Planning presenter Mr. Dillard said the TRC analyzed neighboring land uses, lot sizes and utility availability and recommended approval. The commission made a motion to approve and, after a second, approved the request by voice vote.
The Bailey property request covers a recombined, roughly 4.2-acre parcel on Sumner Road that currently contains two houses under single ownership and a split existing zoning pattern of R-1 and EA. Staff recommended R-1 to reflect the existing pattern; the TRC and the planning commission recommended approval, and the commission approved the rezoning by voice vote after no public comment.
The JHR & LL LLC request was for about 7.3 acres on the new Statonville Highway, changing from EA to CH (commercial highway). Staff said the parcel lies within the urban service area and a community activity center character area and that the newly designated collector status of Statonville and Clay roads supports commercial highway zoning. Staff reported no wetlands on the parcel and that well-and-septic service is viable; again, TRC and the planning commission recommended approval and the commission approved the rezoning by voice vote.
All three planning-commission recommendations were recorded as unanimous and no members of the public addressed the commission during the hearings on these items. Commissioners asked clarifying questions during presentations; Ms. Kristen Varney, identified as the Moody representative, advised that Moody staff are aware of and involved with development within the MAZ area in the Creasy case.
The approvals carry the zoning changes as described; the meeting record does not specify additional conditions attached to the motions.
