Committee approves routine budget items, transfers and grants; TCRS rate and several appropriations move forward

The financial management committee on Tuesday approved a series of routine budget items and grant actions and forwarded others for later action.
The committee approved the county’s Tennessee Consolidated Retirement System (TCRS) rate affirmation for the year and voted to forward multiple interfund transfers and group transfer items. Staff said the county’s draft budget remains on track and that small transfers were intended to avoid federal arbitrage issues in the debt service line.
Other approvals included flow‑through grant acceptances and appropriations: a sheriff’s office inmate medical flow‑through of $28,513, an EMA/Homeland Security grant (for equipment including a generator), and several smaller appropriations summarized in the meeting packet. The committee also heard a first reading request from General Sessions for a $50,000 appropriation and asked that be held for a second reading and full commission vote next month.
Members reviewed a number of transfers inside the highway and insurance funds (including a $33,800 transfer for highway liability related items) and approved subscriptions and multiyear service requests such as a software subscription noted in the packet. The committee approved item groupings D1 through D8 as listed in the packet and passed MOUs related to Westmoreland and Portland projects for forwarding (see separate article).
The committee added Patriot Software to new business for future discussion; no substantive action on that software request was taken at this meeting.
