County staff warns of possible overage on Hendersonville health department project; bids due soon

Sumner County staff gave committee members a heads-up that bids for a Hendersonville public health facility renovation or build may come in over the state allocation and that the county could be asked to cover any shortfall.

Staff said the project went to bid after the county received final state specifications; because the state’s funding availability changed, staff now expect bids back shortly and warned the state has indicated no additional funds will be provided beyond the current allocation.

“If it’s over, you’re gonna need to cover it or the project’s probably not gonna happen,” a county staff member told the committee, saying that the state previously suggested the county’s land commitment would reduce local cost exposure but that the state’s allocation may be exhausted.

Staff discussed potential options — rebidding or reducing scope — but cautioned that schedule constraints (the grant requires completion by next June) make redesign or rebidding infeasible. Members discussed possible uses of other funding sources such as adding program elements (for example, WIC services) to the facility to help offset costs, but staff said timing and scope constraints limit options.

The committee did not approve additional county funding at the meeting; members requested staff return with bid results and an updated cost recommendation. If the county chooses to proceed and bids exceed the present allocation, commissioners said a dedicated appropriation will be required and will come back for formal action at a future meeting.

The committee’s discussion was advisory and intended to give commissioners forewarning before firm bid results and an appropriation request are presented to the full county commission.
