Board approves amendment to commercial kennel special-exception permit to revise allowed breeds

The Board of Supervisors approved an amendment to a previously granted special‑exception permit for a commercial kennel operated by Nicholas and Bethany Ioka. The property (tax map 27‑A‑23B, about 1.88 acres in the Walker Street magisterial district) previously had a condition limiting the types of breeds allowed.
The Iokas asked to remove three breeds (blue heeler/Australian cattle dog and Great Pyrenees) and to replace them with other breeds the family would prefer. At the March 12 planning-commission hearing, the commission recommended modifying condition 2 to limit breeding to two of the following breeds: golden retrievers; Labrador retrievers; Bernese mountain dogs; Welsh corgis; and small and standard poodles. Nicholas Ioka told the board his family’s plans changed when a relative who had intended to move in did not, and that the requested amendment reflects the family’s breeding intentions.
No members of the public signed up to speak; the board closed the public hearing and approved the amendment by roll-call.
The approval modifies the kennel’s authorized breed list and leaves other permit conditions unchanged. Staff noted the kennel use remains a special exception in the A‑2 zoning district and must operate in substantial accordance with the approved development plan and applicable county regulations.
