Council approves final plat for Reserve East; developer to post 20% bond

Palm Coast City Council voted 4–1 to approve the final plat for Reserve East (Application 5764), a single-family residential subdivision on Roberts Road.
A city planner told council the 41.47-acre site is zoned SFR-1 (single-family residential) and that the project proposes 217 single-family lots at an approximate density of 1.53 units per acre. Staff said roads will be curb-and-gutter, the subdivision will include two entrances onto Roberts Road and that stormwater, water and sewer infrastructure and lift-station work are nearly complete.
Staff reported the infrastructure is approximately 99% complete and the applicant provided a cost estimate for the remaining work. Prior to executing the final plat, staff said the developer must post a performance bond equal to 20% of the remaining infrastructure cost; staff recorded that amount as $151,952.36. Staff recommended approval and the council adopted the resolution authorizing the mayor to execute the plat.
Council recorded a 4–1 vote on the resolution. The roads and stormwater facilities will remain privately owned and maintained by the homeowners association, per staff’s presentation.
