The Plain City Council opened a public hearing on RZ-24-2, a petition to rezone multiple parcels in Jerome Township—identified by parcel numbers in the record—from Jerome Township rural residential (RU) and regional retail (RR) to planned unit development (PUD).
Resident Gabby Johnson, who lives at 8305 U.S. Highway 42 about 250 feet across from the proposed development, told council she and her family are concerned about vehicle turnarounds, delivery drivers and DoorDash drivers using nearby private driveways to turn around and the potential for trespass or property damage. Johnson also asked whether the development would raise or reduce nearby property values; she said the parcel has been family land for decades.
Julie McCarville, speaking on behalf of property owner Dan Block, asked the council to preserve the current commercial zoning for Mr. Block’s parcel within 250 feet of the application area.
Council presented the rezoning ordinance as a first reading; no final action was taken. The petition lists several parcel numbers and requested rezoning of approximately 478.73 acres (from RU to PUD) and an additional 37.198 acres (from RR to PUD). Staff will carry the item forward for subsequent readings and planning commission review as required by the village code.
