Council approves temporary banner for Chagrin Falls boosters at village park

The South Russell Village Council on April 14 approved a request from a boosters group to display a fundraiser banner in the village park beginning April 21 for about two weeks.

The approval came after Emily Hopkins, a South Russell resident representing the Chagrin Falls boosters, asked the council for permission to hang a roughly 20-foot banner at the park leading up to an event in late May. "We have, about a 20 foot long banner ... and we are seeking approval to hang it or, display it in the park," Hopkins said.

Council discussed timing and handling. Hopkins said the group would deliver the banner to the street commissioner for installation if approved. The motion approved the display to begin April 21 and to remain approximately two weeks; the resolution directs the service department to remove the banner "shortly thereafter as the service department shall determine." The motion passed after a voice vote: "All those in favor, say aye," a council member said; members responded, "Aye," and the chair declared the motion passed.

The council referred the procedural oversight—insurance, exact placement, and removal logistics—to the property and service departments. Hopkins told the council the boosters had hung a banner in the park previously and expected the street crew to install and take down the display. No costs or insurance conditions were specified in the presentation.

The council did not attach additional conditions beyond the two-week display window and service-department oversight.

The park committee and service department will carry out any follow-up needed to place and remove the banner according to the approved schedule.
