Committee recommends ordinance to formalize periodic updates to city community plan

The Planning Administration Committee on April 14 recommended that the City Council consider Ordinance 202506 to authorize adoption of updated versions of the city’s community plan.

Committee members said the ordinance is procedural and does not alter substantive policy in the community plan. “This is not a substantive ordinance. It is just an ordinance to update the fact that it was last updated in, I wanna see, 2013 maybe,” a staff member said during the committee discussion.

The measure is intended to clarify the city’s authority to incorporate future updates from community surveys and planning work into the formal community plan. A staff member said the planning commission and council use the community plan as guidance for zoning and for indicating areas where the city wants to encourage growth or slow development.

Committee discussion focused on procedure and housekeeping language rather than content changes. One committee member asked what would happen if the ordinance were not adopted; staff said the practical effect would be limited but that the ordinance helps ensure smaller elements, such as design guidelines used by the planning commission, are formally incorporated. The staff member described the change as “just totally crossing t’s, dotting i’s, making it the, actually, the best way to make sure those things are incorporated.”

A motion to recommend the ordinance to the City Council was made, seconded and approved by voice vote. The chair asked, “All in favor?” followed by vocal “Aye.” No opposing voices were recorded in the transcript.

The committee adjourned after the vote. The ordinance itself and any substantive updates to the community plan would return to the Council for formal consideration; the committee’s action was a recommendation.
