County to award aquatics concession contract to Spokane Indians; pool replaster projects funded from REIT II

Spokane County Parks, Recreation and Golf briefed commissioners on April 15 and recommended awarding the aquatics concessions operator contract to the Spokane Indians baseball team and moving forward with replastering work at two county pools.
Parks director staff said the county solicited bids for concession operations at the Northside and Southside aquatic centers and received a single responsive bid from the Spokane Indians. "After careful evaluation, the review team found the bidder to be very responsive and recommend awarding this contract," the presenter said, citing four years of positive revenue performance under the prior contract.
On capital repairs, Parks staff presented bids for replastering the Southside pool lazy river and deep tank and the Northside deep tank; alternates cover the zero-depth replaster and tile/coping replacement. The low responsive bidder for the combined work came in under the engineer's estimate and staff recommended Crisco Aquatec to perform the work. Funding for construction was included in the REIT II portion of the 2025 budget, staff said.
Why it matters: The concession contract shifts the operational burden off seasonal county staffing to a private operator that has generated net revenue for the county since 2021, staff said. The pool replaster work addresses cracking and delamination at the waterline and deep tanks; left unaddressed, staff said, those failures could cause larger maintenance and safety issues during swim seasons.
Next steps: Parks staff requested authority to proceed to contract negotiations for the concession agreement and to put construction contracts on the county’s legislative agenda for approval. Commissioners asked routine questions about contractor locality and contract management; Parks staff said one contractor is out of Woodinville, Washington, and the projects fit within the 2025 allocation.
Timing: Parks expects to complete contracting and begin replastering work in summer 2025 and to have the concession operator in place for the upcoming pool season.
