Commission recommends Greengate Plaza preliminary development plan for council approval; Kroger identified as anchor for central parcel

The Canal Winchester Planning and Zoning Commission voted April 14 to recommend City Council approve the Greengate Plaza Preliminary Development Plan (PDP-25-002) for a 17.9-acre tract planned for mixed commercial development with outlots and a central Kroger marketplace.

Staff reviewed the preliminary plan against the Greengates development text adopted in 2001 (Ordinance 5201) and showed the schematic layout: five outlots, a central access connector aligning with the PUD to the north, sidewalk connectivity and a regional detention basin. The applicant indicated Kroger intends to take the central approximately 13-acre parcel with a fuel center on a 1.2-acre outlot, while the remaining outlots will remain under the seller’s control until final plans are submitted by future tenants.

Staff confirmed conceptual compliance with the 2001 zoning exhibits and provided preliminary landscape, lighting and building-material concepts consistent with the adopted development text. The plan includes a 75-foot landscape buffer, sidewalk connections to a forthcoming Green Gate Boulevard to be constructed by the city this summer, and utility loops (water and sewer) to serve the site. Staff recommended the commission forward PDP-25-002 to city council with a positive recommendation.

Commissioners asked about turn lanes, signalization and parking counts. Staff said a traffic signal will be required and that Green Gate Boulevard construction is scheduled by the city this summer; final turn-lane and signal commitments will be resolved with final development plans. Civil and landscape details will be reviewed during final phase submissions. The commission voted 5–0 to recommend approval to City Council.
