Commission approves modular soccer "mini pitch" at Winchester elementary campus to honor two students

The Planning and Zoning Commission approved Site Development Plan SDP-25-003 on April 14 to allow a 4,200-square-foot modular soccer mini pitch between two elementary school buildings in the Winchester Square campus.
Staff explained the modular unit sits on a concrete pad, includes integrated goals, three ADA-compliant entrances and a 25-foot light pole that can be timer-controlled by the school. The applicant said the unit will be donated to the school district and is intended as an extension of playground activities; staff recommended approval as an extension of the existing recreational space.
At the meeting an applicant/donor explained the project is being installed “in memory of the two children that were killed by the drive-by shooting” and said the mini pitch is intended both as a memorial and as a tool to “reduce community violence through remembrance and teaching tools.” The donor said the unit is permanently installed (a poured pad with bolted galvanized structure) and includes long-term warranties on the surfacing.
Staff noted two trees in the proposed location will be relocated 20 feet south to be retained within the landscaped area. The commission voted 5–0 to adopt SDP-25-003 after a motion and second; no public hearing was required for this site development plan.
