City staff: Pine View Water Services willing to serve Harrisville areas if infrastructure provided

HARRISVILLE, April 9, 2025 — City staff informed the Planning Commission that Pine View Water Services recently signaled to city officials that, provided necessary infrastructure and connectivity are installed, the utility is open to serving additional areas of Harrisville.
Staff said the Pine View board discussed the matter at a recent meeting and is willing to serve areas previously considered outside safe annexation boundaries as long as municipal or developer-built infrastructure is available. Staff described this as a potential relief to existing service "pockets" where water provision had been inconsistent historically and noted ongoing coordination on meter projects and right-of-way connections.
Why it matters: Extending service from a larger water provider could simplify future development patterns in parts of Harrisville where lack of water infrastructure had limited annexation or subdivision feasibility. Staff cautioned that final service agreements, meter installations and right-of-way work will be project-specific and require coordination with Pine View and other agencies.
Staff said infrastructure on the north side of Larson Lane is available for future connections to Oak Hollow and Warren Hollow areas, but developers or the city will need to complete the crossings and main extensions required for service. The city will continue technical discussions with Pine View and report back to the commission on specific development proposals.
