Some councilmembers and staff expressed concern about response times in major emergencies and the practical value of having employees who live closer during severe weather events; the council discussed, but did not adopt, narrower exceptions beyond those already noted in the policy manual.
The resolution does not apply to elected council members or other offices with separate residency requirements: council members must live in their ward, and the city administrator must live within the city's corporate boundaries, Terry said. The council also noted the police chief position may be governed by separate terms or contract language.
The council voted by roll call. The recorded vote on Resolution 2025-30 was: Carey, Lively, Piercy, Brock, Broderick, (name redacted in transcript), Burrows and Hume — all voting yes. The motion carried and the resolution was approved.
The council did not specify an implementation date in the public discussion; the amended language references "as the crow flies" distance measurement. The staff presentation said the change would apply to full-time employees unless otherwise restricted by contract or specific job requirements.
