The Jersey Village City Council approved Resolution 2025‑26 to award a contract for street panel replacement and on‑call sidewalk repairs to SAS Concrete, the lowest responsive bidder.
Staff said six responsive bids were received and that SAS Concrete submitted the low bid for the initial scope at $54,900. The initial scope described by staff included removal and replacement of about 3,000 square feet of pavement at Jersey Drive and Meadow Lane and about 1,100 square feet at Hawaiian Lane and Tenbury. The city said staff verified contractor qualifications and references and found them satisfactory. The contract is for three years with two optional one‑year renewals and will use unit pricing for future on‑call work.
Councilors pressed staff about the wide range in bids; staff responded that differences likely reflected contractors’ operating costs, subcontractor markups and mobilization capacity. Staff told council it had called references, including larger firms that had worked with SAS Concrete, and received positive feedback. Staff also said it will verify the surety/performance bond before executing the contract.
The work will be funded from the fiscal‑year 2025 capital improvement budget; staff said the budget includes $250,000 for street panel replacement and $100,000 for sidewalk improvements. Councilors approved the resolution unanimously.
Staff noted the contract includes standard termination for convenience and default clauses and that change orders up to 25% are possible for scope beyond the initial work.
