Manager Darren Boyer told the council the April 7, 2025 bid award identified 5 Star Services LLC of Waukesha, Wisconsin, as the low bidder. Boyer said the correct base bid was $19,731 per base bid total and that the contractor project amount for the phase will be $2,000,500 plus approximately $25,000 for service replacements. He said the project will be funded with approximately $3,000,000 in Illinois Environmental Protection Agency (IEPA) forgivable loan funds and will be a reimbursement‑funded project with no cost to the utility user.
Boyer said the error in the earlier Fairgram recommendation letter was a typo that did not reflect the originally published city memo; the clarification was presented “for transparency purposes.” He said the project was accounted for in the 2025 budget and will be included in the 2026 budget as well; no changes to the city’s financials were required at the time of the clarification.
Alderman Stacy asked whether the 100% forgivable loan means no cost to the city or users; Boyer confirmed reimbursement and forgiveness under IEPA program rules and said the phase will not cost the user directly. The council did not take additional action on the clarification during this meeting.
