One commissioner said, in effect, “I would like to see it set up to where we just don't… I would rather the council be able to establish the accounts they need based on the project,” (Commissioner). Staff said the draft will be reviewed by legal counsel and returned to the commissioners for further discussion, and that the first payment from any such project (if applicable) is unlikely before 2027.
No formal action was taken; staff will continue drafting the ordinance or resolution with counsel and gather best-practice examples from other jurisdictions.
