Moorhead opens public hearing and approves filing for FTA 5307 operating assistance

Moorhead — The Moorhead City Council opened a public hearing April 14 and approved a resolution authorizing the city to file an application for Federal Transit Administration (FTA) 5307 operating assistance.
Cole Swinging, assistant transit director of operations for the City of Fargo (contracted to provide services to Moorhead under MAP Bus), told the council Moorhead receives an annual portion of FTA 5307 funds that generally cover roughly half of transit operating costs. “Those funds are used to pay for half of the operating costs for the transit service for the City Of Moorhead. The rest is put together between both local funds and state funds,” Swinging said.
The nut graf: Council approved filing to access federal fiscal years 2022 and 2023 remaining funds and to apply for 2024 and 2025 funds as they become available. Staff said the required local match for the requested funds will be met by state funding and available CARES Act funds, with no expected impact on the city’s tax levy or general fund.
Swinging described the operational arrangement: the City of Moorhead contracts with the City of Fargo for MAP Bus services after Moorhead’s transit manager retired in 2024. The council heard no public testimony during the hearing. After the hearing closed, the council voted to approve the resolution on a motion by Council Member Niesenmeyer with a second from Council Member Moore; Mayor Shelly Carlson declared the motion carried on a voice vote.
