EV charging station proposal for Cracker Barrel postponed; commission and staff discuss ordinance, parking counts and enforcement

The planning commission postponed consideration of a land-use application to install electric-vehicle charging stations at the Cracker Barrel parking lot after staff said the applicant had not provided information needed to determine required parking counts.
The proposal would renovate 22 parking spaces and install 16 EV chargers plus one non-EV stall. Staff told commissioners the zoning ordinance does not currently address EV charging stations and the number of required parking spaces depends on the restaurant's seat count, which the applicant had not supplied. Commissioners asked whether a property owner could reserve EV-only stalls and who would enforce restrictions; staff and other commissioners said such matters may be governed by a combination of private contract between the landowner and charger operator and by municipal ordinance if council chooses to create enforcement provisions.
Staff said a broader EV ordinance is in development and will be brought to city council; commissioners had previously reviewed a draft but preferred a lighter-touch approach that would allow EV stations in commercial districts so long as required parking counts are not reduced. Commissioners also asked staff to confirm contractual arrangements between Cracker Barrel and the installer, identified as GBD Group Professional Corp and referenced as working for Tesla, and to identify maintenance and repair responsibilities for the equipment.
The planning commission postponed the application pending submission of the number of seats (to establish required parking) and any lease/maintenance details; staff will bring the item back when the required information is supplied and after the EV ordinance process proceeds through city council review.
