At its April meeting the Madison City Planning Commission voted to recommend City Council rezone the property at 1145 West Second Street from heavy industry (M-2) to residential medium density (R-8).
The application, PCRZ-25-2, was filed by David Joe Craig (who goes by Joe). Nicole (staff member) said the house has been on the site since about 1940 and that the parcel’s industrial zoning dated to earlier patterns of riverfront manufacturing. Joe said he recently purchased the property and intends to remodel: “I mean I'll remodel it and keep it downtown,” he told the commission.
Commissioners discussed the site’s past industrial uses, noting nearby grain loading docks and river-related activity that likely explain the M-2 zoning. No members of the public spoke on the item.
The commission voted to recommend rezoning to City Council. The transcript records roll-call votes in favor as follows: Rick Ferris — yes; Josh Wilbur — yes; Zach Laughlin — yes; Patrick Tavanagh — yes; Carl Eaglin — yes; Joel Storm — yes; Mike Armstrong — yes; Jerry Austin — yes. The motion passed and the commission forwarded the recommendation to City Council.
Final approval requires action by City Council; the applicant said remodel plans would proceed only after any required approvals.
