Votes at a glance: Lawrence County commissioners approve routine warrants, minutes, grants and transfers

The Lawrence County Board of Commissioners on April 15 approved routine fiscal items, a series of resolutions and multiple budget transfers.
The board unanimously approved the warrant registers dated April 11 and adopted the minutes of the April 8, 2025 meeting. The board also accepted written communications notifying the county of a planned 41.5-acre surface-mining permit application near Plain Grove Township (Old Ash Mine), a planned NPDES permit application for an East Long Avenue water-line replacement project by Pennsylvania American Water Company, and an MPDES reissuance application for sewage discharge in Wilmington Township.
Resolutions and budget actions passed by the board included:
- Resolution 76: Authorized submission of the annual Pennsylvania Department of Environmental Protection grant application that reimburses a portion (50%) of salaries, benefits and related expenses for the county Recycling and Solid Waste Office. The board adopted the resolution by roll-call vote.
- Resolution 77: Authorized the county to partner with Tri-County Cleanways (local affiliate of Keep Pennsylvania Beautiful) on the "Great American Cleanup" volunteer campaign ahead of the country's 250th anniversary. The board adopted the resolution by roll-call vote; a kickoff cleanup was scheduled for April 26 in New Castle.
- Acceptance of additional funds and contract adjustments for Mental Health and Developmental Services: The county accepted an additional $42,719 from EHC Advance/regionally pooled forensic funds for local mental health forensic initiatives and adjusted MHDS contract authority accordingly; the board approved the change by roll call.
- Resolution 79: Approved a $500,000 RCAP grant for Phase 2 infrastructure at the Stonecrest multi-tenant facility (separate article covers this item in detail).
- Resolution 80: Approved a budget amendment recognizing $20,410 of unanticipated appraisal revenue and applying it to the professional appraisement general expense fund; the revenue relates to appraisals for the former Ellwood City Hospital and the Widener Green facility.
- Resolution 81: MHDS budget amendment — recorded acceptance of $42,719 in forensic services revenue and reallocation to community services expense line items.
- Resolution 82: Voter Services transfer — approved a $2,400 transfer from the commissioner's contingency to voter services maintenance and repairs to cover Direct Image invoices.
The board also approved five departmental transfers as requested: $2,700 for a maintenance mower at the public safety facility; $1,090 for assessment professional appraisement; $100 for a central court subscription; $6,000 for the coroner's building rental; and $960 for district judge Cartwright's equipment rental.
All motions were seconded and carried on roll-call votes recorded as yes by each commissioner present. No public commenters addressed the resolutions during the meeting; the board set its next meeting for April 22, 2025 at 10 a.m. and noted the courthouse will be closed April 18 for Good Friday.
