Winchester moves licensing duties to Administrative Hearing Board, citing streamlined enforcement

A motion to approve the ordinance was made and seconded; the commission approved the measure by voice vote. The roll-call-style voice prompts recorded one commissioner as opposed: the transcript records “Commissioner Tull? No.” The clerk otherwise recorded affirmative votes from the other commissioners.
The ordinance will move licensing enforcement actions to the Administrative Hearing Board and is intended to provide a more effective enforcement path for late or noncompliant business license holders, according to the explanation given in the meeting.
