Staff said the project site is about 1.59 acres in an M2 (Heavy Manufacturing) zone and that the permit is required under the city zoning provisions (Section 155.656). Associate Planner Jimmy Wong told commissioners the project was recommended for approval and found exempt from CEQA under section 15,301, Class 1, as it involves a new operator for an existing facility with no added building square footage.
