Planning board finds proposed four-story hotel near Kohl's compatible; approves subject to development-order review

The Panama City Planning Board unanimously found a proposed hotel greater than three stories compatible with surrounding uses and approved the applicant’s request for a compatibility determination.
Case CPC-PLN-2025-0325 was presented by Jim Salonino, who said the project — owned by Arm Partners LLC and proposed by Panhandle Engineering — is planned as a four-story hotel with the potential to expand to five stories. Salonino said the site is located across from Kohl's (on US-77) and that staff has concluded the design appears compatible with adjacent uses.
Planning staff noted that a commercial development order and any required conditions remain to be completed; compatibility verification does not substitute for the development-order review or building-permit process. The applicant said it has submitted a development-order application.
Board members asked only brief questions. A motion to approve the compatibility finding was made and seconded; the roll call recorded affirmative votes from Board member Carroll, Board member Stamps, Board member Barker, Board member Rich and Chairman Neubauer. The motion passed 5–0.
The vote confirms compatibility for the hotel as presented at the compatibility-review stage. The applicant must still complete the commercial development order and obtain any required permits and approvals before construction can begin.
