Council appoints new CPS management team representative; budget committee flags 2025 fiscal uncertainties

At the April meeting the Pacific Fishery Management Council named Katie Davis (NOAA Fisheries, West Coast Region) to a National Marine Fisheries Service seat on the Coastal Pelagic Species Management Team.
The appointment followed recognition of outgoing appointee Taylor Debevec for prior service. The motion to appoint Davis passed on a unanimous voice vote.
Separately, the council’s budget committee reported on council finances and the status of three funding streams: a 2024 no‑cost extension, IRA special‑project funds, and the council’s core 2025–2029 grant. Executive Director Phil Burton told the committee that while 2024 expenditures were under the approved budget by roughly $680,000, the council faces uncertainties in 2025 income timing because of federal appropriation and continuing resolution timing.
The committee recommended convening a June budget review and asked staff to bring an analysis to help manage financial risk and preserve base grant funds that would be needed to support continuing operations and to enable spending of IRA special project funds within the required window.
Council officers confirmed staff will return with a proposed 2025 operational budget for final adoption in June.
