Staff presented six consolidated documents of rules, procedures and policies; only the rules and procedure document carried substantive adjustments. The board approved a technical correction that increases the total number of board positions from 18 to 19 to reflect a prior Board of County Commissioners action that raised the number of "other person" positions from two to three. Staff said the county commission had already acted to change the count and the rules document needed to match that prior action.
Board members also reviewed a new section defining meeting cancellations. The revised language states that the chair or the director may cancel a regularly scheduled meeting if that meeting is not the only regular meeting scheduled for the quarter. Examples listed include lack of a quorum, lack of new agenda items, the regularly scheduled meeting date falling on a holiday, inclement weather, or another emergency requiring cancellation. Staff reminded members that state statute requires the board to hold at least one meeting per quarter and that the examples are not exhaustive and do not remove statutory notice requirements.
After discussion and staff clarifications, a board member moved to approve the changes to section 12 (board composition) and the meeting-cancellation language; another member seconded. The board voted by voice and approved the changes. The transcript does not include a roll-call tally.
Staff also ran through five other existing policies (policy development policy and others) and indicated there were no changes; the board planned to approve those documents together unless a member requested separate action.
