Staff said capital requests included funding for a Heritage Wall and the Wegmans underpass adjacent to the current large mural. "We put in, an amount for the Heritage Wall and then the Route 1, Connecticut Ave Slash Wall… we've also requested for that Wegmans Underpass," Sabrina said. The commission discussed allowing artists latitude to engage with existing heritage plaques so long as the plaques themselves are not moved.
Sabrina said the Ely Avenue account is funded through a state MLK grant and that funds must be expended by a deadline tied to that grant. The transcript did not specify an exact calendar date for that deadline. "That account is actually from the MLK grant from the state. We have until December 30 first of 20 25 to expend the funds," Sabrina said; the commission did not present a confirmed calendar date during the meeting.
Commission staff flagged a National Endowment for the Arts grant currently open with awards between $10,000 and $100,000 and a February deadline. "The National Endowments of the Arts is offering… they go up to $100,000," Sabrina said. Staff said the commission intends to apply for the Heritage Wall project and will request the full $100,000 but will accept smaller awards.
No final contracts or grant awards were approved at the meeting. Staff said they plan to issue calls for artists, refine selection guidelines based on lessons learned from prior murals, and proceed with a selection process that balances open calls and invitations to local artists who have existing project work.
