Votes at a glance: Committee approves lease, BMS, LED retrofits, furniture purchase and other items

At its Jan. 7 special meeting the Land Use and Building Management Committee unanimously approved several administrative and procurement items and referred two GMP amendments (covered separately) to the Common Council.
The Land Use and Building Management Committee on Jan. 7 voted unanimously on a series of contracts, sole-source approvals and purchase orders. The committee handled several procurement items with limited discussion and forwarded the larger GMP amendments (Norwalk Community Recreation Center and Gallagher Mansion) to the Common Council for action.
Key actions approved unanimously:
- Parking authority lease to Sono Brewing Company: The committee closed the public hearing and approved leasing approximately the space described in the agenda (described in the record as “approximately 10 59 plus square feet” on the inbound side of the South Norwalk Train Station) for a 10-year term with three five-year extension options; rent to be negotiated and approved by the Norwalk Parking Authority. The motion was moved by Jim Frayer and approved unanimously.
- Kendall School building management system (BMS): The committee authorized the city’s purchasing agent to execute a sole-source agreement with Connecticut Temperature Controls LLC for a BMS upgrade at Kendall School for a total not to exceed $94,127. Staff said the existing direct-digital controls are outdated and that the upgrade will preserve existing end devices while modernizing controls. The motion was moved by Heather Dunn and approved unanimously.
- LED lighting retrofits and Eversource financing: The committee authorized agreements with Energy Resources USA LLC for LED retrofit projects at City Hall ($199,102.56), the Norwalk Health Department ($35,622.16), the Nathaniel Ely Center ($60,493.39) and Roosevelt Senior Center ($41,548.66). The committee also authorized staff to execute documents with Eversource Energy to apply for incentives and on-bill financing for each project. The committee approved the package unanimously; Mazzidi moved the motion.
- South Norwalk Elementary School furniture purchase: The committee authorized a purchase order to W.B. Mason Company Inc. for furniture, fixtures and equipment (FF&E) for the South Norwalk Elementary School for $1,108,466 and also authorized change orders up to $100,000. Staff said the award is the lowest responsible bid and that the overall FF&E and technology budget remains under the project’s budget. The motion was moved by Jim Frayer and approved unanimously.
Each of these items passed on unanimous voice/hand votes by the committee members present (Barbara Smith, Jim Frayer, Heather Dunn, Greg Burnett, Nicole Eady and Dujuan Wiggins). Several items rely on subsequent administrative steps (parking authority rent negotiation; Eversource incentive approvals; purchasing change-order approvals) before work or leases begin.
