Panel of municipal leaders urges clear charter language on minority representation, compensation and vacancies

Municipal officials from six Connecticut cities told Norwalk's Charter Revision Commission on Jan. 7, 2025, that charters need clear, specific language on minority-party representation, vacancy appointments and compensation to avoid disputes and litigation.

Why it matters: Commissioners are reviewing whether Norwalk's charter should change the size and composition of the council, shift term lengths and add or remove formal protections for minority-party representation. Panelists said specific drafting choices -- not general statements of intent -- make the difference between a functional charter and persistent conflict.

Michael Giovancaro, president of the Waterbury Board of Aldermen, said Waterbury adopted explicit protections to limit a single-party sweep on high-value decisions: "Whenever you're bonding more than $5,000,000 ' purchasing property, selling property ' certain votes ... have to have an 11 majority." He added that that threshold gives the minority party the power to block major purchases, which Waterbury leaders designed as a balance against a dominant majority.
