Committee authorizes five-year Cisco ISE license purchase for under $45,000

The Finance and Claims Committee on Jan. 9 approved authorization for the mayor to sign a five-year purchase agreement with Total Communications Inc. for Cisco Identity Services Engine (ISE) licenses, at a not-to-exceed price of $44,748. The item passed unanimously and will be forwarded to the full Common Council on Jan. 14.
Joyce Liu, the city’s IT director, told the committee Cisco ISE is part of the department’s cybersecurity plan to improve network monitoring and access controls. "Cisco ISE ... is a network security tool that ensure only the trusted user and devices can access our network," Liu said. She described ISE as a tool to verify devices and control what those devices can access (for example, guest Wi‑Fi versus internal systems), and said the five-year purchase offers the best pricing given the city's ongoing Cisco infrastructure.
The contract was procured through a state contract quotation process; staff selected the lower of available quotes. Liu said the $44,748 figure covers five years of licensing and averages to under $10,000 per year. The item passed by unanimous hand vote and will appear on the Jan. 14 Common Council agenda for final authorization.
