Library cafe RFP draws interest at pre‑proposal session; no proposals submitted by early January

The City of Norwalk Public Library board heard an update on a request for proposals (RFP) for a library cafe and was told two groups attended a city-run pre-proposal session in December. At the Jan. 9, 2025 meeting, board members said no formal proposals had been received and discussed outreach and whether to extend the submission deadline.

Geraldo Williams, who led the update, said two groups attended the pre-proposal session. One group described a mobile cafe model and raised questions about noise, hours and early access before the library opened; the other group, which operates cafes in nearby communities, was more interested in the space but expressed caution about constraints. Weather on the scheduled meeting night — rain and icy conditions — likely limited attendance, board members said.

Board members said the RFP deadline was listed as Jan. 14 and that staff could request an extension; they discussed outreach through local contacts and the chamber of commerce to generate more interest. City staff present at the meeting said the purchasing agent held the pre-proposal session and recorded contact information for attendees. Board members cautioned about giving the appearance of favoritism and said staff should handle direct outreach and follow-up.

The board also discussed operational questions raised by prospective operators, including whether concession vendors could provide food for library events (the board noted that the library’s room‑booking policy addresses vendor use) and the need to be patient if the process requires multiple solicitations to find a suitable operator.

The board asked staff to consider extending the RFP deadline and to follow up with contacts recorded at the pre-proposal session. No formal award or contract decision was made at the meeting.
