Stevensville council approves no-parking ordinance, land-use variance code update and RFP for water leak detection; all votes 4-0

Stevensville Town Council voted on several items during its Jan. 23, 2025 meeting, approving two ordinances on second reading, authorizing a request for proposals for water-line leak detection, and approving routine claims and minutes.
Ordinance 172 (no-parking at and around 515 Main Street) passed on second reading by a recorded vote of 4-0. The ordinance establishes a no-parking zone on Main Street between Tad Lane Park and the south property line of 515 Main Street; the Montana Department of Transportation had requested an ordinance be in place before no-parking signs are installed. Town Attorney Greg Overstreet prepared the ordinance. The council took public comment and recorded no objections before the vote.
Ordinance 173 (amendments to town code sections regarding land-use variances) also passed on second reading by a recorded vote of 4-0. The ordinance repeals town code sections 10-117 through 10-125 and adopts new sections 10-126 through 10-131 to update the land-use variance process to comply with 2023 legislation changes. Town Attorney Greg Overstreet drafted and presented the ordinance for council consideration.
The council approved an RFP to update leak-detection work on the town water lines, part of an effort to identify and address water loss. Council members said an initial leak-detection survey performed in 2019 involved HDR Engineering plus a subcontractor; presenters said six problem areas had been identified earlier and that this RFP is intended to produce an updated report to guide next steps. Cost estimates were not specified; the RFP will be published and any resulting contract will return to council for approval.
Routine motions approved by voice/roll call included approval of minutes from the Jan. 9, 2025 meeting (motion by Council Member Barker, second by Council Member Smith; recorded vote 4-0) and approval of biweekly claims numbered 19463 through 19483 (motion by Council Member Smith, second by Council Member Nelson; recorded vote 4-0). The council adjourned at the end of the meeting.
