Commission begins review of municipal code language and its scope; members weigh parks vs. broader responsibilities

Commissioners discussed a planned, staged review of the municipal code language (referred to in the meeting as “Municipal Code 2.74”) that lays out the powers, duties and scope of the Parks & Trails Commission. The review is meant to determine whether the commission’s actions align with its statutory responsibilities and whether the code needs updating.

Several commissioners said the commission has become largely parks‑focused even though the code also references sidewalks, public walkways, bicycle and pedestrian facilities, buildings and budget review. Commissioners described tension between acting as advocates for parks and staying within the limits of the commission’s advisory role. Suggestions included taking the code “paragraph by paragraph” across multiple meetings and identifying sections that are redundant or better handled by city Public Works or Parks maintenance.

Commissioners discussed possible outcomes: retain the existing broad language and increase commissioner involvement across all public spaces, or recommend code changes to better reflect current practice. The chair asked commissioners to re‑read the code and bring specific sections for discussion in upcoming meetings; the goal is to produce scoped recommendations for the annual presentation to city council.
