Missoula council pulls daycare clause from redevelopment agenda, sends item back to committee

The Missoula City Council on April 14 removed an agenda item that would have released a daycare requirement tied to a redevelopment agreement and directed staff to return the matter to the Housing, Redevelopment and Community Programs Committee for additional review.
Mayor Andrea Davis proposed pulling item 9.1(d) after council members raised questions following a committee meeting the prior week. Davis said the council would allow roughly 30 days for the committee to revisit the item and suggested an informational session and a later recommendation. Staff told the council they were looking at April 30 as a possible date but later agreed to a date to be determined and to coordinate with council leadership.
Councilors said they wanted more time to examine alternatives and the public benefit associated with the original agreement. During public comment, Sally Henkel, coordinator of Missoula Child Care Advantage with United Way of Missoula County, thanked the council for sending the daycare item back to committee and encouraged continued, thoughtful consideration of child care policy.
The council made the change by consensus; no formal roll-call vote was recorded. Council members said they expect staff to provide an informational briefing on the project’s history and options when it returns to committee.
