The East Troy Planning Commission recommended the Village Board approve a one‑lot certified survey map (CSM) for the property at 3147 Main Street used by The Climbing Tree Child Care and Family Education Center, Inc., subject to four conditions.
Planning staff explained the CSM was previously approved but never recorded with the county, so the applicant returned to the commission for reapproval. Staff provided an aerial showing the portion of the neighbor’s property the childcare operator is purchasing and said the area is already used as an outdoor classroom and play area. Staff noted the only physical improvement on the portion is an existing shed and that other play features are natural materials used in the program.
Staff further said the reapproval will create a split‑zoned lot. He said there will be no vehicular access from the parcel to Wetland Way; the property will continue to use its existing access onto Main Street. Staff described split zoning as uncommon but noted there are precedents in other parts of the village.
A commissioner moved to recommend Village Board approval of the certified survey map for the applicant (listed in the agenda as Colin Anderson and The Climbing Tree Child Care and Family Education Center, Inc.), subject to four conditions; a second followed. The motion passed by voice vote.
The commission also discussed future agenda items including family residential planned land‑use categories and proposed public hearing notice for a comprehensive master plan amendment concerning two‑family residential use to be published for the June meeting.
