On April 14 the Planning Commission unanimously found consistent a privately initiated small‑scale map amendment (HCCPA‑25‑02) to change 4.18 acres at 115 S 708th Street and 7749 E Adamo Drive from Residential‑12 to Light Industrial Planned (LIP).
Planning Commission staff presenter Willow Mickey said the parcels are inside the urban service area and within the Greater Palm River community plan. Staff listed surrounding uses — existing heavy commercial, industrial and highway ramps — and noted agency review produced no objections but that emergency management expressed concern about alignment with the local mitigation strategy. Staff concluded the requested LIP category “would complement the area as well as the surrounding uses to the northeast, east and south” and recommended a consistency finding.
Applicant counsel Elise Spatz said the site functions as industrial‑oriented infill inside the urban service area and noted that LIP allows a planned component (PD) to manage compatibility via site plan controls. Commissioners emphasized compatibility and the urban setting; Commissioner Bowden moved to find the amendment consistent and the motion carried unanimously.
Because the change is inside the urban service area and aligned with the Greater Palm River plan’s redevelopment goals, staff recommended and the commission approved the consistency finding. A future PD zoning and site plan will identify detailed buffers, uses and operational conditions.
