We would be required to select the most qualified provider for each specific engagement rather than assigning work automatically,” the court recorded from the Comptroller correspondence.

County staff said 15 RFQ responses were received across specialties; some firms listed coastal/airport experience, and the county intends to run project‑specific shortlists or presentations when needed.
