Pampa approves Jacobs Engineering agreement to design wastewater upgrades for reuse project

The Pampa City Commission on March 24 approved a professional services agreement (PSA) with Jacobs Engineering to design process and site work at the city wastewater treatment facility that will support a reuse project tied to Intersect Power.
A staff member who presented the item said the PSA will focus on a schematic of where the treatment process, pumping and storage will be placed at the wastewater plant so the city can deliver Type 1 reuse water. “So right now, we're just focusing on the plant to make sure we can we have the right elevation so we don't have to do a lot of excessive or extra pumping inside the plant itself,” the staff member said. The presenter added that the PSA “does not encompass any pipe work yet.”
The staff member said Intersect Power used Jacobs for engineering and that the city contracted directly with Jacobs to maintain local oversight; Intersect will pay Jacobs 100% for the work through the city's contract. The commission voted to approve the PSA and authorized the city manager to execute the agreement on a voice vote.
Staff said the design will evaluate options to achieve gravity flow where possible to minimize pumping and that subsequent project phases, including distribution piping, remain to be scoped and funded.
