Summary
The commission adopted Resolution R25010 on March 24 to authorize a utility easement with Southwestern Public Service Company so SPS can realign and reconductor lines at the Pampa landfill; staff said the work will move lines adjacent to Landfill Road and serve a nearby gun range.
The Pampa City Commission voted March 24 to adopt Resolution R25010, authorizing a utility easement with Southwestern Public Service Company (SPS) at the city landfill to straighten and reconductor power lines.
Shane, a staff member who spoke about the item, called the easement a “cleanup issue” to straighten SPS’s line through the landfill property. Lacey, identified in the meeting as representing Excel, said the project will move the line west to run along Landfill Road and that the easement covers underground ditching if the line were placed underground. “So out of the landfill, we are moving a line that kinda goes through the field, and it's gonna move over to the west to go along Landfill Road just so it's along the fence line,” Lacey said.
City staff said the work includes reconductoring along the loop down Landfill Road and will serve the gun range. Commissioners voted to adopt the resolution on a voice vote.
The resolution was presented as part of routine easement and property authorizations; staff said the easement clarifies the utility's right-of-way alignment on city landfill property. No public comment or opposition was recorded in the transcript.
