The Zoning Board of Adjustments approved a variance Thursday allowing Scott Russell to convert an existing attic and porch area into a code‑compliant second‑floor living space at 2501 Sixteenth Street East.
Staff described the work as building up on the footprint of an existing deck/porch and tying the new stairs and egress into the house. The structure is nonconforming today, and the proposal does not expand the house further toward property lines; the work will replace a noncompliant attic space and provide safe stairs, egress, and other code upgrades.
Russell told the board the existing attic had unsafe stairs, nonstandard rises and runs, lacked egress windows and smoke detectors, and was not built to current code; the plan replaces the deck with proper footings and a legal stair into finished, heated and cooled space. Staff and board members noted that because the footprint is unchanged and the work upgrades safety and habitability, approval was appropriate. The board voted to approve the variance.
