Council OKs $94,925 change order for Marina Pump Station, extends contract 14 working days

Port Orchard — The City Council unanimously approved a resolution authorizing Change Order No. 5 to contract C05923 with Stellar J Corporation for the Marina Pump Station Improvements, increasing the contract by $94,925.22 and extending work by 14 working days.

City staff told the council the Marina Pump Station Improvement Project began in 2020 to address critical wastewater infrastructure needs. During construction, staff said the contractor encountered unexpected water intrusion and differing site conditions at the existing wet well that required additional structural work, including couplers for rebar and American-made steel authorization, which contributed to project delay and cost increases. The change order also includes modifications to a generator enclosure and installation of conduit for a future Bay Street storm pump station.

"We had to provide couplers that would meet the standard needed to build the structural strength of this," City staff (Ryan) said, and noted some work required federal authorization because of an American-made steel requirement. Ryan told council the total for this change order is "$94,925 and 22¢."

Councilmember Wharton moved to authorize the mayor to execute the change order; the motion was seconded and carried without opposition. The mayor called for the vote and the council recorded all members voting in favor.

The city indicated the project is in its final stages, with the roof going on and an anticipated shift off bypass pumps within about 60 days, after which landscaping and site restoration work will follow.
