T&E committee backs leachate PFAS mitigation funding; MRBT project to be discussed separately
Summary
The Transportation and Environment committee supported a $1.7 million increase for Loakes Landfill leachate pre-treatment to address PFAS and noted a new material recycling and biological treatment (MRBT) project will be considered in a later committee meeting.
The Transportation and Environment (T&E) Committee on March 17 recommended approval of two CIP amendments transmitted by the county executive: a $1,700,000 cost increase for the Loakes Landfill Leachate Pre-Treatment Project to address PFAS mitigation, and a delay in the full upgrade of the existing recycling center complex while additional design work is completed.
T&E members said the county executive transmitted a second package of March 14 CIP amendments that included a new Material Recycling and Biological Treatment (MRBT) facility. Committee members said the MRBT project will be the subject of a later T&E committee meeting and additional public review. Council members and staff indicated they will discuss recycling and resource management further during operating-budget work in April and May.
Committee members noted the recycling center upgrade delay reflects a need for more design work; the Loakes landfill treatment increase targets PFAS mitigation in leachate prior to discharge or treatment.
The committee recommendation does not itself adopt final funding; council members said final CIP votes will occur with the operating budget in May.
