Council committees recommend CIP amendments for public safety, corrections and judicial security

Council committees on public safety on March 25 reviewed and recommended approval of multiple capital improvements program (CIP) amendments affecting the Department of Corrections, Fire and Rescue Services, the Dickerson radio tower and judicial security improvements.
Committee members said the Department of Correction and Rehabilitation identified operational changes that reduced a planned equipment need for the Montgomery County Correctional Facilities sewer project, lowering the project cost by $330,000. The Public Safety Committee also recommended an acceleration (shift) of $9,000 for the Justice Center project from FY26 to FY24; staff noted a March 14 amendment will travel with the department's operating budget.
On fire and rescue projects, the committee recommended approval of a $500,000 one-time county contribution for HVAC and related improvements at Rockville Fire Station 3 but said work is delayed to FY27 as land acquisition and site planning continue. The White Flint Fire Station 23 project — a long-standing CIP item — was reported to have construction deferred and overall project costs increased by $6,900,000 since the two-year deferral; construction is expected to begin in FY27. The recently opened Clarksburg (Clarksburg/Clarksville) Fire Station 35 produced $1,300,000 in project savings; those savings were transferred to the Public Safety Communications Center Phase 2 electrical distribution and HVAC upgrades.
A joint committee recommended a $1,800,000 supplemental appropriation for the Dickerson Radio Tower construction and shelter relocation. The tower supports antennas and microwave dishes used for the county's public safety radio system.
The Public Safety Committee also recommended an additional $1,292,000 in funding for judicial security improvements at the Judicial Center and Annex North Tower, including security walls, doors and devices; committee members said threats to judges and court personnel have increased and require capital upgrades.
All the items above were discussed in committee and received committee recommendations for approval (votes reported in committee, not final council adoption). Council members and staff repeatedly noted some items are contingent on outside actions — for example, Rockville Station 3 site work and off-site utility extensions for the broader Clarksburg service area — and that March 14 CIP amendments will be considered alongside the operating budget when the council takes final votes in May.
The council recorded no final adoption of these CIP amendments at the March 25 session; committees recommended approval and staff provided follow-up detail for the council's May consideration.
