Multiple road and bridge projects cited; Carrington and Miller bridge work will affect traffic in April and August

City staff briefed the TIPS Committee on several transportation projects and near-term traffic impacts in and near Stonecrest.
Major near-term items: staff said a closure and major traffic operations work at the Glendale Drive and Camp Medical Parkway intersection is scheduled for the weekend of April 25; the contractor plans to close approaches Friday night through the weekend and reopen Monday morning. Staff said temporary roads and traffic diversions will be used to maintain flow while construction crews work on the railroad approaches and adjoining lanes.
Miller Road Bridge: staff reported demolition and approach work are complete and that the Miller Road Bridge is scheduled to open in August 2025. Panola Road culvert and wing-wall repairs are under contract and expected to take about a month and a week from the start date; staff said the work included removing damaged wing walls and replacing guiderail and foundations.
I‑20/Panola interchange: staff said the larger interchange project has been delayed and right‑of‑way acquisition pushed the estimated completion into December 2025. Staff also noted proposals for large directional signs and interchange lighting; the city is negotiating who will pay for upgraded signage and suggested some sign costs might be shared with nearby jurisdictions.
Signage and striping: staff raised safety concerns about missing striping and reflectors on some city streets and said the city currently relies on county services under an MOU for striping in many areas. They described options: continue to rely on county striping and wait for scheduled work, or procure a local striping contractor on call to address safety-critical locations more quickly. Staff requested policy guidance from council on whether to allocate funds and stand-up a local striping contract for safety priorities.
Traffic and neighborhood impacts were raised in committee discussion. Staff said they will coordinate community outreach for the April 25 shutdown and deliver public flyers and web/social posts once schedules are confirmed. No council action was taken at the meeting on these projects.
