Leo Repetti, technical services administrator for Martin County Utilities, told the board that the assessment — if approved — would be $9,989 per affected parcel spread over 20 years, producing an annual payment of $638.87. Repetti said staff had met with residents after the initial resolution and described strong local support during subsequent public meetings.
Repetti said if awarding proceeds the county would work with the lowest responsible bidder, Accurate Drilling, to issue purchase orders and schedule a start date. Repetti recommended approval of the final assessment resolution and the board voted unanimously to adopt it.
Resident speakers including Dr. Louis Benson spoke in favor; Benson reminded commissioners that Beau Rivage began seeking Martin County services after earlier affiliation with St. Lucie County and said a 2019 referendum had returned strong voter support for the water project.
The resolution creates the MSBU assessments on the county tax roll and authorizes staff to implement the project consistent with the timetable and procurement steps outlined by utilities staff.
